Today at Ikuta Shrine and in the streets, the city celebrated Ikuta Matsuri: a religious festival dedicated to the security and prosperity of Kobe. Groups of people in traditional costumes walked through the streets, often stopping at storefronts to offer a blessing of prosperity for various city merchants.

I imagine it is. Ikuta’s Autumn Festival (秋祭り, Akimatsuri).
