The terrible thing here is that many of these decaying buildings are architecturally valuable and worth preserving and that there is no money available to do so. The EU should create a cultural heritage foundation, equip it with a very large amount of money and buy and restore these buildings. It appears justified to me to use the European central bank to create new money, all the money it takes, to buy up these and other parts of the cultural herritage (see https://asifoscope.org/2014/06/21/selling-the-acropolis/ for more details of that idea).
